On the Heights of Excellence: Dr. Noel Israel Khokhar
Dr. Noel is one of those persons that dedicates their lives only to the advancement of his nation, regardless of race, color, or religion; he is also one of those people! Since he is our source of pride, let us examine his accomplishments in greater detail!
Early life
Dr Noel Israel Khokhar comes from a Christian family that has lived in Lahore for generations. He received his matriculation from St. Anthony’s High School in Lahore, and he went on to earn his FSc at FC College.
Following that, he enlisted in the Army and continued his studies in the Army forces, which are parallel to those of the civil service. He received his diplomas from the Inter Arms Defence College in Paris, France, and the Royal College of Defence Studies in the United Kingdom.
Later, he earned a master’s degree in international relations from Quaid-e-Azam University in Islamabad, as well as a PhD in international relations from the Institute of International Studies at Kings College London.
Contributions to Pakistan’s development:
He had been serving as a Brigadier for a number of years when the Army Promotion Board in Rawalpindi decided to elevate him to Major General in recognition of his outstanding contributions. He was the only Christian who served in the Pakistan Army at this level of responsibility.
According to a news release issued by the Inter-Services Public Relations (ISPR) on September 6, 2010, he was assisted as General Officer Commanding in 2010. Furthermore, he served as a teacher at the Pakistan Military Academy in Kakul and the Command and Staff College in Quetta, both in Pakistan.
Following that, he was appointed as the commanding officer of the 23rd division in 2011 and has served as the Chief Instructor of the A-division at the National Defence University in Islamabad since then. In recognition of his contributions, he was awarded the Hilal-i-Imtiaz in 2011.
In addition, he has held a number of command and staff posts with the United Nations. He has now been appointed as the Pakistani Ambassador to Ukraine at the FCCI in Kyiv. He took the initiative to create Pakistan’s relations with Central Asian republics because he recognized the potential in the development of a bilateral political-economic relationship between the two countries.
Furthermore, he advised the business sector to make use of this potential in order to increase Pakistan’s export revenue. As Pakistani goods make their way into the massive Central Asian market, this represents tremendous potential. In addition, Pakistan would establish significant defense cooperation with Ukraine in the context of trade in military items.
This does not end there, as he continues to express his opinions in a variety of venues. Giving a speech on the need to instill professionalism in the defense of national development or even bringing up the subject of India and its various offshoots is acceptable.
President Arif Alvi, too, was impressed by his actions and expressed gratitude. In addition, he underlined the importance of further collaboration with Ukraine in the fields of commerce, economics, and culture, among other things.
He emphasized the need for frequent bilateral legislative and political interactions, which he believes will considerably assist in bringing the two countries closer together. Dr. Noel was urged to focus his efforts on boosting bilateral collaboration in the education, cultural, and tourism sectors, among other things.
